Tricky situation. I'm sorry you can't just split them up into rival teams.

If you can manage to identify which of them would be on and off the 
team, the 'extra kids' could serve as a 'community' audience for the 
project presentation, attend the tournament as fans and cheering 
section (they'd be allowed in the pit area and the robot arena, 
though probably not into the robot, teamwork and project judging 
rooms). And perhaps there'd be an opportunity for some of them to try 
solving the missions after the tournament?

That doesn't seem like much in the way of consolation prizes though, 
so perhaps others have some better ideas.
