You do not have to do the project but you would not be eligible for an
award at most tournaments even if the robot rocks.  Teams are
basically expected to try to qualify for an award.

You should try to do a project. The kids end up finding it fun. And it
really teaches them skills that compliment the robot building skills.

Project work also helps build basic teamwork skills as well.
