I too spoke with a technical support rep at Lego Education, and received the 
same info.  If the education kit was purchased, the software, once 
downloaded, is eligible for the site-license.

Also, if you happened to download the EV3 software prior to August 30th, as I 
did, you probably have version 1.0.0.  In this version the software update 
feature does not work.  You need version 1.0.1 which is the one you will get if 
you download after August 30th.
