1)  Yes, the team gets at least one minute for setup before the match begins.

Rule 6, bullet 1:  "You get to the competition table and have at least
one minute to prepare your equipment."

2)  I'll let the coaches on the list describe their experiences with
batteries.  I don't believe that anyone recommends trying to burn
batteries down--it is too random.  There are folks who have measured
the power vs time curve for batteries, and it drops off significantly
as the batteries get used.

3)  The game is scored using the field condition at the end of the match.

Rule 27, bullets 1 and 2:
• Unless a specific method is required, your score is assessed based
on the conditions at the exact time the match ends only.
• Points are not given for results the robot produces during the match
but then trashes before the end.
