To answer your questions:

2 - there are 25 separate regional tournaments across Virginia and DC (teams only participate in one regional tournament)...the locations vary and you can see them all at the calendar link above

3 - a set number of teams advance from each regional tournament to the championship in December - how many teams advance depend upon how many teams participate both overall and from each age division (the age division split isn't know until after the assignments are made - generally around 100 teams from across Virginia and DC advance to the championship)
