Age. The age of the oldest team member as of January 1 of the competition
year determines this.  Division 2 starts at 12 years of age.

How are teams assigned into Division 1/Division 2 for tournaments?  Age?
Rookies? Grade level?  I couldn't find an answer in the handbook.
