Sorry for the delay on this. Here's the official word (for Virginia, at least) on the Project:

As stated in the Challenge instructions, Projects should focus on a problem associated with the team's local climate.
 
If your team chooses to focus on a problem based on how your local climate is changing, then that is acceptable. Note that this needs to be a problem now, not a potential, future problem. For example, "Virginia Beach may be underwater in twenty years due to melting ice caps" would be considered all wet!
 
If you focus on how changing climate is impacting the world in general (or, more specifically, a part of the world that is not local, such as the Arctic), then you are missing the boat. For example, "Polar bears are forced to ride icebergs in search of food until they land on the island from 'Lost' and find plane crash survivors to nibble on" would not be a winner.
 
Either way, there is no requirement to look at climate change at all: the important elements are climate and your local community.
