1.  Yes, the robot handlers may move around the table sides as needed.

2.  Yes, either robot handler may rescue the robot (or ask the referee to
help), whether it is about to crash into other stuff or not.

If the robot causes the center platform to tilt, then the referee is not
allowed to reset it.  If the platform were titled as part of the rescue
effort, then it would be reset.

The rule against Strategic Rescue wouldn't affect this type of rescue.
