Hi Amy, Do you mean rainwater that goes down a storm drain? If so, then I think I would also interpret it that way, because it sounds like they want that human component in it. If you mean disposing of water that humans have used and then that water going down storm drains, then that might be different. You can email the Project team at *FIRST*.
