That's a good one. My first guess was to say yes, but the scoring wording works against that:
— At least one pet is together with at least one person in any colored region.    

Base is not defined as one of the colored regions (Scoring Regions: Orange, Lt Green, Yellow, Lt Blue, Pink, Dk Blue, DK Green, Purple, Red). Scott was not consistent in terms between "colored regions" and "scoring regions", but he didn't define "colored regions" anywhere else.
