The effect of the new rules is on what the robot can do while in  
base. It does not effect a team's touching the robot except that a  
mission will not count if done from base (such as the "test the  
levees" challenge).

 From the rules:
~Any time you touch an active robot, or object it is moving or using,  
the robot is immediately considered “inactive” and must be carried to  
Base if it’s not already there.
~Also, if the robot happens to be completely out of Base at the time  
of the touch, then a “touch penalty object” is taken out of play if  
one is available.
