For M12 (and other missions), "above" is literally "above the two lines".
(See rule GP2.)

In the 8 point picture for M12, the main body of the Satellite (it's
Satellite V) is somewhere "southwest" of the two lines of the Outer Orbit.
But notice that part of the Satellite (the long gray thin piece) is
directly over the Outer Orbit area.  That's why that position is worth 8
points. In the neighboring picture, Satellite X is completely
interior/northeast of the Outer Orbit area, which is why it would score 0
points.
