Generally, for an item to be considered to be "in Base", only the
tiniest bit of the item needs to cross into Base (Rule 21, Bullet 3).

However, the robot and it's cargo are considered independently as to
whether they are in Base (Rule 21, Bullet 5), so just because the
robot crosses into Base, doesn't mean that things that it is pulling
are in Base.  Both the robot and cargo are handled in accordance with
Rule 18, and the various Game Updates.
