Here is the guidance on runoff that we received from FIRST - 

Regarding your specific question concerning (I think) Challenge Update #4, I would encourage you to reread the update.   The term “runoff” does not appear in this Update; the Update was focused on flood mitigation with respect to structural damage and human safety.  It also clarified the operational definition of “disposal.”  Runoff can have numerous effects on the human water cycle (HWC), mostly having to do with the water quality of groundwater and surface water sources – or water that is often used at the beginning (“finding” and “using”) of the HWC.  The last two sentences of the update might be helpful in determining whether your project topic is suitable.

Yes, I think you must be right. Human's use water in many ways that depend on our storm water drains for disposal, including agricultural and industrial runoff, which is mentioned in the challenge. And the robot game includes a storm cloud and watering the flower with a rain drop. I did email FIRST though and will email out their reply.

Thanks Sonya! Our kids have been brainstorming ideas for all the ways that we get water and how we dispose of it. Problems like agricultural run-off, washing cars, overwatering home gardens, etc. are things they've been considering, all of which are disposed of in storm drains. The challenge doesn't specify that those types of problems would be outside of the challenge, but the update makes me think they should cross those ideas off their list.
