During an FLL tournament each team is assigned a pit area to be their
home base where they can work, eat, store things, and so on. It is
separate from the Competition Area, although it may be close by.

There are no exceptions to the four motor limit during matches.

It doesn't matter if extra motors are unplugged.
It doesn't matter if extra motors are just for weight.
It doesn't matter if extra motors are just for decoration.
It doesn't matter if extra motors are just for good luck.
It doesn't matter if extra motors are in reserve in case one of the
allowed four motors gets melted by a laser.

A team that has more than four motors at a match will be treated as if
they did not want a score for that round.
