Yes, absolutely. Each mission is scored independently of other missions.
The Red and Yellow regions are perfectly fine scoring regions for the
purposes of the Family mission (and others).
The three people may be used to score points on all of the following
missions, for up to 195 points:
Family
Water
Safety
Pets
As Scott Evans said in the challenge video--people are the most valuable
things in a real natural disaster as well as in this year's robot game.
