Is the team allowed to remove items found in Base at anytime and then
return them to Base when needed?  For instance to a table provided by 
the tournament?  What about attachments they bring to the table with
them?  These items would always stay at the tournament table, and not be
any item the robot is using while in active mode.  Basically, it is hard
for them to manuever with all these pieces in Base when they are not
using them.  Can they only have in Base what they need at a given time?
