Duplo is just another kind of Lego block so Duplo blocks are OK (as are Bioncle, etc.).

Unfortunately the rules specifically prohibit attaching anything to mission model pieces which would include the bear.

  The polar bear is a Duplo piece. Would it run afoul of the Lego-only requirement for the team to attach Duplo pieces to the bear? Are Duplo pieces accepted as Lego pieces?
