Question about Multiple Passenger Test Mission

We have a diffrerence of opinion about the multiple passenger safety 
test mission.  Some think that the passenger carrier can be a part of 
the robot. Then when the robot ends on the round target area carrying 
the passengers, then we will get the 10 points for this mission as well 
as the 25 for the Target Spot mission.   Others think that the 
passengers in their carrier must be separate from the robot and be 
somehow placed in the target area by the robot.
 
Has anyone seen an official interpretation?
