It was 2 seperate line items for me.  Looks like shipping is being changed for the registration fee, per the FLL website.

Because the registration includes the field kit from last year and that requires shipping and handling. However, tax should be only for field kit, unfortunately it is charged for the whole bill and not the field kit alone.
