Batteries have commonly been understood to be electric elements, and are
only allowable as an internal part of the controller.

The use of extra (i.e. beyond the stated limits) electric elements in
a non-electric function, such as a weight, is not allowable.  See the
discussion of motors.

Tell the Code Crackers (and other teams with similar interests)--nice idea,
but keep trying!
