FLL is a team activity.  Speaking as a judge, we know that not all
team members can attend a tournament, but we usually expect all
members on site to participate in each of the judging events, except
in extraordinary circumstances.

Formally, team activity is looked at under the Core Values rubric
(http://firstlegoleague.org/sites/default/files/Challenge/Combined%20Rubrics.pdf),
mostly under Inclusion and other areas that consider balance and team
integration.
