All scoring is done by looking at the field at the end of a match.  If there are no bacteria touching the mat at the end ot the match then all emptied trays are worth 12 points apiece.

  In the question that Zack asked, he used the words "bacteria FALLS on the mat" (which I am interpreting to mean "when the game is in progress"), but you quoted the scoring condition using the words "no bacteria IS touchING the mat" (which I am interpreting to mean "when the game has ended and scoring has begun"). 

  So my question is if bacteria fall on mat, and are later collected and deposited in the base so that none is touching the mat outside the base, then would the team still qualify for 12 points for a dispenser?

    "12 POINTS EACH, if NO bacteria is touching the mat outside Base"
    So, by Rule 3, we read the text exactly--and the virus germs don't
    matter for this mission, only the bacteria.
