The official age range for FLL is 9-14, as of Jan 1 each year. The upper limit is enforced, but the lower limit is left to the discretion of coaches.

There is no lower age limit, so yes, they can.  Personally, I would consider 3rd graders borderline -- some do great, some just want to play with LEGOs.  As long as you and the older kids don't have unreasonable expectations, are patient with them, and find a way to include them, they will learn alot and will positively surprise you.  But, I wouldn't push a kid to move up against their will; doing a (or another) year of JrFLL can be very rewarding.
