I am a little confused as to how the top 40% are counted for
eligibility for overall awards in the tournament. I was under the
impression that the teams top score in the table rounds is counted for
eligibility. Thereafter, the scores in the judging session are used to
determine the overall team scores.

During the regional tournament at Eagle Ridge MS, the scorekeepers
kept running averages for each team and told me that the average score
was used to determine eligibility (top 40%) and and contributed to the
overall score. This is not what I understood to be the case last year.

A clarification would be welcome.
