Rule GP2 gives the overarching guidance about how to interpret the Robot
Game materials:

GP2 - INTERPRETATION

   -

   If a detail isn’t mentioned, then it doesn’t matter.
   -

   Robot Game text means exactly and only what it plainly says.
   -

   If a word isn’t given a game definition, use its common conversational
   meaning.

Since there's no special meaning given to "above" in the Rules or Missions,
it means exactly what you think it should.  In theory, 'above" extends from
the surface of the mat to the ceiling of the competition area (but only
because the referee could not observe a result above the ceiling ;-)
