Yes, that is correct.  Rule 35, Storage, does allow for team members waiting to tag in as Robot Operators to hold team-supplied objects, including attachments.

This does not apply to mission models.  They must stay in view of the referee at all times, which does not allow them to be held by team members waiting for their turn.
