Regarding question #2 about the testing the levees challenge: Since  
the activation of the test levee is what the scoring is based on, I  
would assume that if the robot is sitting on/touching the activation  
bar when touched, the mission would be reset under the inactive robot  
rule. "Anything done by an inactive robot is reversed by the ref, to  
the extent possible, as soon as possible."

Since everything rests on when the mission is actually considered  
completed, I have sent the question to the Q & A for an official answer.

As to the new scenario RE the insulation, I agree.
