The Coaches' Handbook, Chapter 2, page 13, tells us:  "Teams must not
exceed a maximum of ten members and we recommend a minimum team size
of three members."

I agree with Eric--there are often circumstances that make it
difficult for some members of FLL teams to attend tournaments.  I
always assume that the members of the team who are present will
represent the work of the entire team, and they're usually happy to
tell about member X's role or contribution to the team.
