Sorry, I didn't answer all your questions.

MISSION - Move at least one bionic eye so it’s touching the upper body (solid or outline) of the person at the center of the field.

The upper body of the figure is everything above the white region, including the head, arms, and torso.
Both the outlined and solid arms count as part of the upper body.
At least one bionic eye needs to be touching the upper body.

The key is that the eye needs to be touching the body (i.e. touching the image of the body on the mat).  In the last picture, the eye is on top of a black lego piece, and so it is not touching the mat--or the upper body.  It is "in" the upper body, but not "touching" (Rules 25 and 26).
