According to the Field Setup instructions:   There is no stretcher provided on the field when the team arrives.

According to the Missions description:  There is no stretcher required for any mission.

There is no Ruling (yet!) discussing a stretcher.

Thus, according to the Rules, a stretcher is not a Mission Model, so the team may use or not use a stretcher however it chooses to.


Also, note that, in order to produce 11,000 or 12,000 field kits before September, the field kit specifications had to be finalized several months ago, and there may have been some tweaks to the Challenge documentation after they were finalized.  In many years, that means that a piece of dual lock won't go exactly where it is marked on the mat, because the mat design was finished before the model design.  Similarly, it is possible to have spare or surplus pieces, if the game requirements were modified to make a mission easier or harder.

Or maybe Scott wanted to show the picture in the rules with the patient on a stretcher ;-)
