As a referee, I try to ask the team members if they want me to move a stray object out of the way, 
unless it is specifically called for in the missions,  With a mission model that can score, I will only 
move it by request of the team, since it can affect the scoring.  It never goes back to the team, for 
the reasons that Mike wrote.
