The best answer, in my personal opinion, should come from each individual
tournament. For a little background on this requirement change, the change
in the table wall border height was initiated by the availability of 2x4
wood (which is actually 3-1/2" tall when stood on end) in other countries.
Since standard wood sizes vary by country, a stock 2x4 is hard to obtain
for our international FLL teams.

My prediction is that the table height will most likely be 3-1/2" in all
tournaments being held in the United States and might vary in other
countries. It is good to verify prior to each tournament *if* your design
requires exactly 3-1/2". The better approach is to design your robot so
that variations of the table height does not influence the robot's
performance.
