Folks,
  I thought some more about the condition of having the cardiac patch or the pacemaker tube over the lego brick of the heart model outside the curved boundary, and recognized that I  was 'interpret[ing] text based on [my] assumption about intent, or on how a situation might be in “real life.”'

  So, I double-checked with FLL Robot Game support.  Since the mission description does not describe whether the "heart" is inside the curved boundary, or whether it is the entire model, including the Base, this is a Benefit of the Doubt situation, due to missing information.  So a team should be able to make the case to the ref, that over the base is good enough.
