I was able to contact the developer of the application and he said that it
was listed as free but too many people were downloading it and did not
understand what it was used for so they were giving it a rating of one star.
To prevent the low rating the price of $ 0.99 was placed on the application.

 

Sachin is willing to give free copies away however Apple limits developers
to only give away 15 free copies. He is willing to give all 15 copies to
this group and has asked me to provide them to the group. Each number listed
below may be used only one time. Please only use these if you are on the
fence about buying this year's application. (i.e. If you already bought this
year's application please do NOT take one of the licenses. If you have no
intention of buying this year's application please do NOT take one of the
licenses.)

Factor'. Pretty OK.
