The rule that allows your team to load stuff and arrange things on the
Robot in Base is R13--Launching

A proper Launch (or re-Launch) goes like this:
• READY SITUATION
o Your Robot and everything in Base it’s about to move or use i*s arranged
by hand as you like*, all fitting “COMPLETELY IN BASE” ...

As always, don't forget that R11 gives specific limits on what you may do
with Mission Models.
There is an exception to R11 in the Missions--in Base, you are allowed to
attach the Optional Loop to either of the blue New Pipes, if that makes
things easier for your team.
