Scott,

Somewhere in the FIRST literature (Coaching Manual) suggests using
additional interested people for non competition jobs.  Trust me they will
still feel like part of the team if you approach it right.  Assign jobs
like t-shirt designer, treasure, pep band, cheer leader, fundraising
chairperson, Director of advertising.  Do this to include everyone, but
remember that the 10 registered members* "may work on the robot or Project,
and only those same ten children may attend an event.*" as the team in the
composition.  However, anyone can attend the event as a spectator,
cheerleader, or booster.
