The second one is easy: update 13 dictates that the ref will move the airplane to the lt blue region if there is nothing on the runway when the plan is triggered. (Read the update though, there are exceptions and further clarifications)

On the first one, my guess is that the ref will not move the plane to a scoring region or award points. My reasoning is that update 13 directs the ref as to what to do if the plane encounters stuff before reaching a scoring region and it says that if the airplane hits anything of substance before reaching the yellow region, there it stays. The ambulance and truck being in the yellow but sticking out enough for the plane to be stopped prior to reaching yellow would keep the plane out and be un-scorable. In that case, the runway would still be clear because the ambulance and truck and "in" the yellow zone and thus clear of the runway due to update 3 and the airplane never obstructs it due to the definition of the "runway" mission.
