Now for the caveats:
  Yes, whenever the sticking is possibly due to the condition of the field
at the beginning of the match.  But if the robot action is "tamping down" on
the loop before removal, then benefit of the doubt will become progressively
harder to obtain.  Also note per the Q&A that we expect to see a lifting
action, if the loop should break during removal.

The loops definitely do settle and stick on the axles, and I am asking
referees to double check frequently that they are able to move freely.
Generally speaking, in my tournament observations, robots don't have too
much trouble lifting the loops, but when the loops are stuck, it is obvious
that it is incorrect model setup--which means that the team earns the
associated points.  I was able to successfully intervene a couple of times
and ensure an appropriate result.
