You can *always *interrupt your robot and attempt the same or other
missions [R10 - 1st Exception]. The decision should be up to the team (not
the coach) on what to do in each situation.

Considerations for the team:

   1. Is there enough time remaining to accomplish something that will gain
   more points?
   2. Is the robot COMPLETELY IN the Base? [D07, D09, R10, R14]
   3. Is the robot Transporting something? [D10, R14]

Depending on the answers to the questions above, the team may incur an
interruption penalty or might have a "Transported Thing" taken away by the
referee. Sometimes, these consequences are acceptable due to the possible
gain(s) that the team might get by Interrupting the Robot and continuing
with another Re-Launch.

In your scenario, R14 tells us that you can Re-Launch *without penalty* (as
many times as you like) since the Robot is Completely in Base.
