Can more than one upgrade be in the same  circle as long as they are on separate block stacks?

If an upgrade falls off the top level of a stack during movement on a mission and lands on the bottom level of a stack does It still count? It’s still 100% supported by the blocks and not touching the mat... it’s just sitting sideways on the blocks.
