Only if you can find twist ties made by LEGO!

Only LEGO parts may be used. I don't recall seeing LEGO twist ties. 
However, LEGO  kits do contain rubber bands, chains and other bendy 
stuff that might suffice. Just make sure it's a genuine LEGO part.
