In this case it would be the edge of the mat. Yes, it includes the black line.
When you get to the tournament it is likely this black line is going to be covered by a quarter inch gaffer's tape. You're not exactly going to see it and teams get benefit of the doubt. If the attachment is obviously outside the launch area, the referee will ask the team to move it in.

One of our teams has a long equipment piece for one mission testing the edges of the launch area. Is the black line outlining the launch area considered part of the launch area or does the robot have to be inside the white area of the launch area (can they be on the line but not beyond the line). That 1/2 of a centimeter for the black line space on the curve of the launch area and back wall makes a difference for their mission.
