Having served a a judge in 4 regional tournaments, plus coaching for three seasons,  I can relate my experience. 

During the 5 minute presentation plus the 5 minute q&a that follows, there is not much time to review an engineering manual.  If the students present it to the judges at the judging session (either project or robot/technical) the judges have it to review later when they are comparing the competing teams’ Solutions. Any notes or binder left behind can be retrieved after the tournament. 

As a judge, I appreciated the work and did at times review the binder if there was a close decision between two teams.  As a coach, I used it to help keep the team focused, and gave every team member a way to show their contribution to the solution.  My teams were complemented by the judges for their documentation, and we were invited to two State Championships. 

I highly recommend it.
