Yes, this interpretation is correct.

For the Scrap Car mission, to score 65 points, the engine/windshield unit
needs to be installed in the right position in the car, in other words with
the engine in the engine compartment and the windshield toward the
passenger compartment.  The position of the folding car is not important,
as long as it was never partly in Safety.
