This is a non-authoritative response, but looking at the Project FAQ 
(http://firstlegoleague.org/community/BlogPostPage.aspx?id=6800), we can see that a team might 
want to defend that something as big as a state should be considered their local area.

I would think that if the team has an explanation ready about why the second community is in a 
different geographical area, then it should be okay.  The goal is to make a connection between your 
area and a different area with a similar problem.  There are certainly 

Of course, it might make a more compelling story if the second location has some significant 
differences from the local area in ways other than the problem caused by climate.  However, you can 
certainly find that within a single state that has coastal and mountain regions, or variations from 
north to south.
