This is a non-authoritative response, but looking at the Project FAQ

want to defend that something as big as a state should be considered their local area.
I would think that if the team has an explanation ready about why the second community is in a
different geographical area, then it should be okay. The goal is to make a connection between your
area and a different area with a similar problem. There are certainly

certainly find that within a single state that has coastal and mountain regions, or variations from
north to south.
