Karen, You have to think of the base as being an imaginary box that has a ceiling of 16". The robot and everything attached to it cannot be outside of the base are shown on the mat NOR can it extend greater than 16" in the air, from the base of the mat. If you go to the FLL site, click on the game and then the rules tab, you can see this specific rule re the base. The robot may perform any allowable action once it has been Started and is Active, even if it has not left base yet.
