Yes, it is. FIRST will not accept the form if not accepted in whole. The parent and child cannot attend the event if she does not accept it. Technically, once they cross the threshold of the event, they are subject to being photographed and videotaped. This parent cannot expect that she and/or her child will be excluded from photos and/or video footage.
