I'm assuming that LEGO rubber bands that are part of the kit are OK as well.  One of our students asked about this and I told him I thought so but would check.  Not sure what he's got in mind yet, but I thought they were fair game based on what I'd read.

Yes, you may use any LEGO wheels, including any from earlier Mindstorms kits.  LEGO brands include LEGO, Duplo, Bionicle, Mindstorms, Technic.  You may use non-electric parts from any of these brands.
