What is the starting position for the  large bone with scaffolding/goal?  Is the bone positioned against the grey lego piece or at the line?

I think they just are there.  They may or may not serve a purpose depending upon how your team chooses to complete the mission.  Remember, there at least 101 different ways to complete these missions, so use them if you need them and don't use them if you don't.
